INTRODUCTION TO HISTORIC VEHICLE SCHEME (HVS) & CLASSIC VEHICLE SCHEME (CVS)
ZCCS Inc. is a Transport for NSW recognised Historic Vehicle Club, and as such our members can avail themselves of Conditional Registration for their complying vehicles, under the Club’s banner. The scheme is commonly referred to as Club Rego, the Historic Vehicle Scheme (HVS), or the Classic Vehicle Scheme (CVS). There are two schemes available to members the Historic Vehicle scheme (HVS) and the Classic Vehicle scheme (CVS) which operate under Conditional Vehicle Registration.
The (HVS) scheme is designed for cars that are in principal standard and may have period options whilst the (CVS) scheme is for modified vehicles. We have members that currently utilise each of these schemes and the registrars can advise where your vehicle fits.
Owners of Z cars that are financial members can also avail themselves of registration for their eligible non Z vehicles. Our registrars can advise you of details and requirements.
To obtain Conditional Vehicle Registration you must be a financial member of a recognised CMC club. This is a requirement from Transport for NSW. Failure to maintain your financial member status can result in significant fines as your vehicle is no longer covered by CTP insurance nor is it registered. Conditional registration is exactly that conditional upon users complying with the rules.
Ideally as a member of the ZCCNSW you should support and participate in club events so as to gain greatest value from your membership and this very generous scheme sponsored by the ZCCNSW.
Under the HVS (Historic Vehicle Scheme) vehicles are permitted to have “period options and accessories” which are defined and accepted at the discretion of the Club and Transport for NSW. In order to comply with this requirement, the ZCCNSW Registrars produce and define what are genuine “period options and accessories” accepted by ZCCNSWS for Historic Vehicle Registration requirements under the scheme:

CLUB AND TRANSPORT FOR NSW REQUIREMENTS AND PROCEDURES FOR HISTORIC VEHICLE SCHEME (HVS) AND THE CLASSIC VEHICLE SCHEME (CVS)
MEMBERS APPLYING FOR THESE SCHEMES MUST:
- Be a full financial member prior to the initial application
- Maintain a financial member status as per Z Car Club NSW Constitution and Transport for NSW requirements.
- Life Members of the club are deemed to be fully paid members for the purpose of the Conditional Registration Scheme.
- Provide the club registrar with the number plate number issued for your vehicle.
- Fill in the logbook for all non-club journeys.
Note: Club Membership is from 1st of January until the 31st of December each Calendar year.
PROCEDURE TO FOLLOW TO ESTABLISH HVS
HVS ESTABLISHMENT
- Introduce yourself to the Registrar and provide photographs of vehicle front, back and internal view, inclusive of engine bay.
- Provide a copy of current Pink Slip (E Safety check) and current registration document
- The registrar will provide the Historic Vehicle eligibility declaration form (1259) and the Application for Conditional Registration (Form1246) or they can be downloaded from Transport for NSW. The Registrar will stamp and sign the forms either at a club meeting or through the post.
- Present at the TRANSPORT FOR NSW office with the current Registration document, Historic Vehicle eligibility declaration form (1259), the original Pink Slip (AUVIS), and the Application for Conditional Registration (Form1246).
- Once plates are obtained you must advise the registrar of the registration number and expiry date of the Conditional registration.
HVS RENEWALS
- Provide the Registrar an Original and/or copy of the current Registration form, a Pink slip (E Safety check) and recent photos of the vehicle. Photos of the front, back and internal view, inclusive of engine bay? Unless inspected by the club registrar.
- Provide the Register with the Historic Vehicle eligibility declaration form (1259) filled out and it will be verified by the Registrar who will stamp and sign it.
- Present at the Transport for NSW office with Registration documents, Historic Vehicle eligibility declaration and the original Pink slip (E Safety check).
PROCEDURE TO FOLLOW TO ESTABLISH CVS
CVS ESTABLISHMENT
- Introduce yourself to the Registrar and provide photographs of vehicle front, back and internal view, inclusive of engine bay.
- Provide a copy of current Blue Slip (AUVIS) and any Engineering Certification if applicable.
- Provide the original Classic Vehicle Declaration form (1835) (filled out) and the Registrar will verify by stamping the lower Right-hand box to signify that the applicant is a bona fide financial member of the club and that the vehicle is also acceptable to the club..
- Provide a copy of the “checklist of requirements of the CVS” – New for 2023
- The Member will send to CMC a copy of the Blue Slip (AUVIS) (Not the Original) along with Classic Vehicle Registration (1835 form). Member to pay either a $25- Cheque, Money order or EFT Receipt and send all documents by post to CMC PO Box 174 Bexley 2207.
- When returned from CMC after being authorised take the Original Blue Slip (AUVIS) and any Engineering Certification along with the Classic Vehicle Declaration form (1835) Application for Conditional Registration (Form1246) to the Transport for NSW for processing.
- Once plates are obtained you must advise the registrar of the registration number and expiry date of the Conditional registration.
CVS RENEWALS
- Provide the Registrar with the original Registration document and a copy of the Classic vehicle Registration (1835 form) (filled out), a Pink Slip (E Safety check) (original and/or a copy) and a recent photo of the vehicle.
- Provide a copy of the “checklist of requirements of the CVS” – New for 2023
- The Registrar will stamp the lower right-hand box to signify that the applicant is a bona fide financial member of the club and that the vehicle is also acceptable to the club.
- The Member will then Send to CMC a copy of the Pink Slip (Not the Original) along with Classic vehicle Registration (1835 form). Member to pay either a $25- Cheque, Money order or EFT Receipt and send all documents by post to PO Box 174 Bexley 2207.
- When returned from CMC after being authorised take the Original Pink Slip along with the Classic Vehicle Declaration form (1835) to Transport for NSW for Processing.
WHAT WILL YOU WILL RECEIVE FROM SERVICES NSW?
- Conditional Registration Plates (For Initial Registration Only)
- Certificate of Approved Operations
- Registration paper
- Tax Invoice for CTP Green slip
- Logbook.
WHAT SHOULD YOU KEEP IN YOUR VEHICLE?
- Certificate of Approved Operations including your VSCCS (if issued for the vehicle)
- Logbook
- Proof of current club membership/s (card or receipt) is advisable
- Copy of Club Calendar or proof of club run if using vehicle under Club Event
- Period options list is advisable.
Club meetings are held on the third Wednesday of each month at Strathfield Golf Club, 52 Weeroona Road, Strathfield commencing 7.30pm. Most members meet beforehand for dinner, you are welcome to join us.
