Operators of VVH vehicles require a logbook that must be completed each day they use the vehicle to ensure compliance. Vehicles can be driven no more than 60 days per year (club days can be in addition to this).
Overview
Registered operators of veteran, vintage and historic (VVH) vehicles are represented by many different car clubs, which are affiliated with the Council of ACT Motor Clubs.
If you are a member of a club affiliated with the Council of ACT Motor Clubs you could be eligible to take part in the concessional registration scheme.
The purpose of VVH registration is to provide a concessional registration scheme for older vehicles which are used on a limited basis by their registered operators as a recreation or hobby.
These vehicles are to be maintained in a fit and roadworthy condition and are to be driven on Australian roads in a way consistent with their recreational or hobby status. Such a scheme is paramount in preserving Australia’s automotive history.
Vehicles which qualify for concessional registration include:
- Veteran motor vehicles manufactured before 1 January 1919
- Vintage motor vehicles manufactured from 1 January 1919 to 31 December 1930 inclusive
- Historic motor vehicles manufactured from 1 January 1931 which are 30 year of age inclusive
- Modified historic in any of the above categories.
For a vehicle to be used in a manner consistent with the spirit of the registration scheme VVH vehicles can be driven no more than 60 days per year (club days can be in addition to this).
Operators of VVH vehicles are required to complete a logbook at the start of each day’s use to ensure compliance. Logbooks are available for sale at Access Canberra Service Centres for $12. Logbooks are also available from the Hume Motor Vehicle Inspection Centre by appointment only following booked vehicle inspections.
To be eligible for the concessional registration you must be a member of a recognised car club.
Converting from standard registration to VVH registration
Complete the Application for concessional registration of a motor vehicle (PDF 184KB) form and have the club registrar at your affiliated club sign and stamp your form.
You may need an inspection before obtaining VVH registration. Refer to the scenario table below to decide if your vehicle requires an inspection.

This transaction must be completed at an Access Canberra Service Centre by the person applying to become the registered operator. Ensure you bring the following things with you:
- Your ACT driver licence or other proof of identity (refer to the ACT driver licence and vehicle registration proof of identity and residency requirements page for further information).
- Proof of acquisition (not required if vehicle is already in your name).
- Completed application to establish registration (can be either the application on the reverse of the certificate of inspection or an Application to establish a new vehicle to a client (PDF 180KB) if an inspection was not required).
- Completed (and stamped and signed by the club registrar), Application for concessional registration of a motor vehicle (PDF 184KB).
- Passed and valid certificate of inspection (if applicable).
- Statutory declaration for duty exemption (if applicable).
Duty exemption
VVH motor vehicles are exempt from duty upon the establishment of registration where the vehicle:
- Is first being registered after restoration and has not been registered under the Road Transport (Vehicle Registration) Act 1999 or a corresponding law within the preceding two years from this date.
The ACT Revenue Office has advised that for an exemption of this type to be granted, the applicant must complete a statutory declaration stating the above condition applies to the vehicle being registered.
If within a period of three years after the registration of a vehicle, which has been exempted from duty as described above and the vehicle is then re-established into general registration and continues to be operated by the same person who received the duty exemption, then duty will be payable, equal to the amount which would have been payable upon the establishment of registration.
